The Workforce Council encourages workforce development which emerges from workforce planning and innovation. At the centre we seek to integrate our business and services across our workforce initiatives to meet the demand for workforce planning and development across our industries and sectors and further to our industry and sector partners and broader community. We believe the three pillars to innovation in workforce development are:
In the past year the increasing awareness and priority given to workforce management and development in organisations has created a demand for advice in a range of government programs. This is expected to increase driven by a struggling economy and an ageing population. Government initiatives to address these drivers for change range across levels of government, a number of departments and institutions as well as businesses, enterprises and organisations attempting to address unmet need in the Health and Community Services Industries.
There is a need for advice that is:
The demand for workforce planning has arisen because the old methods of attraction, recruitment and retention have failed to grow the workforce commensurate with its demand for labour and skills. Organisations in our industries particularly are attracted to work in collaboration and at the sector and regional levels to address the workforce challenges through planning.
Within the Workforce Council our Workforce Initiatives have developed and continue to develop a range of strategic workforce planning initiatives, researched through collaboration with industries, research centres and universities.
The skills of the workforce impact greatly on the uptake of innovation and the advocacy for innovation within our industries. A skilled workforce must be deployed effectively for increased levels of productivity to drive the embedded efficiencies in technology within organisations. Skilling the existing workforce in human resource development and management is essential across our industries. Better human resource management practice will lead to high levels of attraction and increase in their workforces. It is fundamental that human resource management is prioritised in the Health and Community Services Industries.
Productivity in the human services sectors relies on sensitiveness for people who are from culturally and linguistically diverse backgrounds. It also demands that organisations integrate the operations to better meet the requirements of people with complex needs. Family / life balance is essential for workforces in community services and health environments.
The demand for workforce development has been impacted by the changing nature of demand and redesign of work roles as well as community concern in regard to quality of life issues for the workforce. These influences as well as higher levels of service standards and professionalism have arisen because governments have mandated service standards and continuous improvement processes expected from service providers. The old methods of skill development have moved from informal on the job training to a range of workforce development activities. Our Workforce Initiatives provide workforce development opportunities and evidence based research to innovate in processes and content to reach new markets.
