About DSTF

The Disability Sector Training Fund (DSTF) is a skills development project that aims to build the capacity of the community-based disability sector across Queensland. The DSTF project organises high quality and accessible skills development activities that respond to the needs of communities and regions.

 

The DSTF is a project of the Health and Community Services Workforce Council and is funded by the Department of Communities, Disability Services.

 

The DSTF is based on a regional, decision making model, which develops, supports and resources ten active and effective regional Coalitions across Queensland. These Coalitions are representative of the wider disability sector. Coalitions identify, prioritise and respond to the skills development needs in their region.

The DSTF aims to build on the strengths of the disability sector workforce, as well as the strengths of parents, family members and unpaid carers of people with a disability.

 

Who is it for?

  • Paid and unpaid staff as well as volunteer management committees of community-based organisations that receive recurrent funding from the Department of Communities (Disability Services)
  • Parents, family members and unpaid carers of people with a disability

 

What is its purpose?

The purpose of the DSTF is to coordinate the delivery of a range of skill development and other innovative, responsive learning opportunities for both staff and family and other unpaid carers. These opportunities build knowledge, skills and abilities. It is in this way that the DSTF supports workforce development and builds capacity in Queensland's community-based disability sector. Ultimately the aim is to enhance the quality of life for people with a disability in Queensland.

Background to the Project

In 2001 Disability Services Queensland made a decision that the Disability Sector Training Fund would no longer operate as a submission-based fund, but that its focus would be on identifying and meeting training needs at a regional level. In October 2001, the Queensland Community Services and Health Industries Training Council Inc (the former name for the Health and Community Services Workforce Council Inc) was contracted by Disability Services Queensland to assist with the establishment and support of ten regional training coalitions across Queensland. The role of these coalitions is to identify and prioritise skills development needs within the region they represent. Each region has a funding allocation from the DSTF to provide activities according to the regional needs prioritised.

 

A Community Engagement Model

The DSTF is based on a community engagement model that supports the development of localised infrastructures and processes as tools for community capacity building.

 

The model:

  • Encourages target group ownership
  • Facilitates the identification, delivery and evaluation of appropriate skill development priorities
  • Is based on locally identified need

 

The basic principles the project supports are:

  • Given the opportunity and support, people can make decisions together about the equitable sharing of resources
  • People within target groups know best what their skills development needs are and therefore need the opportunity and mechanism to influence decisions
